IRS regulations state that honoraria must be paid directly to the peer reviewer or freelancer engaged by HLC. As a result, HLC cannot issue an honorarium payment to an institution, nor can it offer free or discounted registration in place of an honorarium payment. The peer reviewer or freelancer does have the option of declining the honorarium.
