

HLC Advocacy Agenda
HLC’s 2021 Advocacy Agenda outlines its priorities for federal and state higher education issues as a service and benefit for its members. The 2021 Advocacy Agenda is tied directly to HLC's next strategic plan, EVOLVE, and supports its six tenets on legislative, executive and judicial matters related to higher education improvement and sustainability.
New Administration
HLC is closely monitoring the planning and announcements of President-elect Biden and actions by the U.S. Congress for any items that impact higher education. Information about what the Biden administration is proposing to date for postsecondary education includes new investments in community colleges, student aid, workforce development and historically black colleges and universities.
Congress
In December, HLC joined numerous higher education organizations in a letter to the U.S. Congress requesting additional COVID-19 relief. Institutions are experiencing declines in enrollment, auxiliary revenues and state support while incurring increased costs for COVID-related expenditures. At the same time, students are experiencing increased financial demands to complete college. Over the holidays, Congress passed additional COVID relief funding. However, the approximately $23 billion for higher education falls short of the $120 billion recommended in the letter to support students and their colleges or universities.
HLC will continue to advocate for legislative, executive and judicial actions related to the COVID-19 pandemic that benefit HLC's member institutions and their students.
